In Haiti, the Institute of Social Welfare and Research (IBESR) accredits and inspects children's homes and crèches, but its operating standards are sparse and largely unenforced — by one review, only 35 of 757 children's homes surveyed met the standard. No enforceable first-aid or CPR requirement for staff has been identified, so there is no strict statutory mandate. In that gap, keeping trained caregivers on hand is simply what responsible care looks like.

Haiti has no childcare-specific anaphylaxis or epinephrine framework, and adrenaline is a prescription clinical medicine rather than something stocked as auto-injectors in crèches.
